Mr. South devises innovative “solutions” for clients challenged by the
interaction between technologies (power generation, energy efficiency,
process & environmental), commodity/financial markets, and regulatory
requirements (energy, emissions & site/permit).
He brings more than 30 years of power generation and emissions control
technology and related market assessment experience to his clients in the
power generation, industrial, financial, technology development &
manufacturing, and public sectors (trade association, research institutions,
and state/federal agencies).
His power generation technology expertise covers: coal, natural gas, nuclear power, distributed/on-site,
cogeneration, and renewable energy (biomass, municipal and agricultural waste, landfill gas,
geothermal, fuel cells, solar, and wind). Mr. South is also well-versed on the spectrum of technologies
and markets for—air pollution and greenhouse gas (GHG) mitigation and clean fuels production
(ethanol, biodiesel, additives). For these technologies and processes, Mr. South has experience
performing due diligence analyses and examining such factors as: state of development; economic
competitiveness; market niches; barriers-to-entry; market mechanisms & incentives; and the impact of
market restructuring and environmental regulations on adoption/deployment patterns. Mr. South is
recognized for his work on a) emissions and renewable energy credit (REC) trading, b) monetizing clean
air, greenhouse and environmental credits to facilitate project economics, c) multi-pollutant control and
mitigation strategies, and d) quantifying and monetizing avoided (displaced) emissions.
Prior to founding Technology & Market Solutions, Mr. South was Vice President—Technology and
Markets Group at Energy Resources International (1995-2002). From 1979 to 1995 Mr. South worked at
Argonne National Laboratory (ANL; Chicago IL) where he was responsible for defining, managing and
conducting policy and programmatic research on Clean Air Act compliance, global climate change,
emissions trading, electric power market issues, and technology deployment barriers/incentives. He
spent two years (1988-1989) on assignment at the U.S. Department of Energy, Office of Fossil Energy
where he conducted policy/market assessments and developed incentive mechanisms to accelerate
deployment of Clean Coal Technologies. Upon returning to ANL in 1990, Mr. South formed and served
as Senior Program Manager of the Technology and Environmental Policy Group until he resigned in
1995.
